    Make the sauce: Whisk together soy sauce, rice vinegar, sesame oil, cornstarch, and water in a small bowl. Set aside.

    Cook the shrimp: Heat 1 tablespoon olive oil in a large skillet or wok over high heat. Add shrimp in a single layer and cook 1-2 minutes per side until pink and just cooked through. Remove and set aside.

    Stir-fry the vegetables: Add remaining 1 tablespoon olive oil to the pan. Add carrot and broccoli, stir-fry 2 minutes. Add bell pepper and snap peas, stir-fry another 2 minutes until tender-crisp. Add garlic, ginger, and red pepper flakes, cook 30 seconds until fragrant.
