    Make sauce and cook rice: Whisk together 3 tablespoons low-sodium soy sauce, 1 tablespoons oyster sauce, 1 teaspoons sesame oil, 1 teaspoons cornstarch, and 0.3 cups water in a small bowl. Set aside. Cook 2 cups long-grain white rice according to package directions.

    Sear the beef: Heat 2 tablespoons of the vegetable oil in a large skillet or wok over very high heat. Add 1.5 pounds flank steak or sirloin, thinly sliced in a single layer. Sear without moving for 1โ€“2 min, then stir-fry another 1โ€“2 min until browned. Remove and set aside.

    Stir-fry the vegetables: Add the remaining 1 tablespoon vegetable oil to the pan. Add 1 carrot, thinly sliced first, stir-fry 1 min. Add 2 cups broccoli florets and 1 red bell pepper, sliced, stir-fry 2โ€“3 min until tender-crisp. Add 4 garlic cloves, minced and 1 tablespoons fresh ginger, grated, cook 30 seconds until fragrant.

    Combine and finish: Return beef to the pan. Pour sauce over everything and toss to coat. Cook 1โ€“2 min until sauce thickens and coats everything evenly.
